What is this bolt for?

There is a smaller bolt at the center bottom of each of the side shelf brackets but I don’t know what it is for, can anyone please shed some light? Is it supposed to help hold the tool hanger (which I have left off because of wanting to use the cover)? 
Additionally I have a small bracket in my “spares” box that is labeled “side plate grill hanger” and is a smaller version of the grill too! hanger. Where does it attach (any pictures)?

I believe @Cheesehead_Griller had the same question awhile back, it was for tilt adjustment or something. I can't remember exactly.

Yes it's to level the table if necessary...
and the side tables have a removable grate hanger too..
